Because not liquid not gaseous not plasma, much less supercritical fluid. Wool consists of hard just flexible fibers and soft because of the air between them.

Body objects are not divided into hard and soft. According to their physical properties, they are divided into solid liquid and gaseous Since you and I do not imagine absorbent cotton in a liquid or gaseous state, it follows that absorbent cotton is a solid physical property

Another explanation is that liquids and gases never have their own form, they only occupy the volume provided to them by the vessel. The absorbent cotton has its shape because the molecules of its constituents are rigidly connected to each other. Or more accurately, a flexible bond.
