The Vatican polity, although similar to the Monarchy, cannot fall under this concept because the office of the Pope is elective, the Pope is elected by a conclave of Catholic cardinals and this power as well as this title are not inherited or otherwise succeeded to anyone. The Vatican polity is a special system of theocratic polity with the absolute authority of the head of the Holy See, i.e. the Pope, elected for life.

Absolute monarchy. The head of a micro-state, the pope has enormous power. He is the Vicar of God and the successor of St. Peter on earth. The only difference from all other monarchs, including the current Russian one, is that he is elected.
