Theoretically, he would need to have a residence permit for 5 years, which, in turn, will be issued to him if he has a residence permit and a source of income. Russian legislation, however, does not provide for dual citizenship, i.e. everything is a bit confused here: if you are ALREADY a citizen of Russia, from birth, so to speak, you can have a second citizenship of another country, and if you are a person with foreign citizenship and want to get Russian - you have to give up the foreign one you already have?
