If you just overwrite it, that's the best way, without all the hassle. But if you're going to buy a DVD recorder, and if you already have a VCR, I'd take a recorder with a hard drive, not a VCR. It's worthwhile. You'll be able to transfer your tapes to DVD from your VCR, and it'll still be a great piece of equipment.

It all depends on the VHS reader. Those combined DVD+VHS units have a 6-head VCR, which is a pretty good rating, most simple ones have fewer heads reading video. So if the VHS quality of both reading and recording is poor then no computer will help you.
