You can try to heat the foil, by heating the burner, and remove it. If that doesn't work, you'll have to replace the glass ceramic.

It depends what kind of stove, if it's enamel I use Israeli stove polishSchumanit, I've never had a stove that didn't come out white, if it's ceramic then my advice is to get some ceramic stove polish.
