You're screwed. They have no right to put you in the army, it's like a constitutional duty, but to go to the nuthouse is an invasion of personal inviolability under the constitution, tell them you won't go to court, and for insult, demand more moral damages.

There is an article in the Code of Administrative Offenses for evading a medical examination upon referral from the military enlistment office. If you don't show up before the end of the draft, you get a fine. A repeated failure to appear may be regarded as an evasion of military service, and this is an article of the Criminal Code, with all the ensuing consequences. Otherwise, you'll be transferred to the reserve on medical grounds with appropriate restrictions.

You can refuse treatment and they put you in for an examination you can't refuse. If they diagnose you as healthy, you can not only get your license, but you can even be drafted.
