It decreases because less falls on the lamp and the device itself doesn't take up the rest.

Of course it's going down. Averaged over 20 milliseconds, but that's what you're interested in, right? The dimmer adjusts the brightness by turning the bulb OFF from the mains for a very short time. For a time between zero and 10 milliseconds. The actual brightness and wattage is regulated by this very off time.
