I would ask the question where did the bank employee get your phone number?

I'd ask how the bank employee got your phone number.

You might as well tell a stranger where you leave your house key no one else you are 100 percent sure of, especially over the phone

Tinkoff is a very bad bank.

just don't sign anything and return the card if they send it with a written notice and a list

Do not do this in the future. Do not sign anything.

Your information on the phone could have been given by a completely unauthorized person, not you. This conversation has no legal value until you sign the documents. But you have to be careful what you say. Why did you think it was a call from Tinkoff and not from the next doorstep of fraudsters?
