Self-accounting. Certificates from the TB dispensary are a special kind. If the psychiatric dispensary gives a certificate that the patient is not registered with them, but about the mental condition they do not say anything. Then the dispensary gives a certificate that there is no disease. In order to do that they have to conduct an examination. As a minimum - an X-ray of the lungs. And they want to get money for their work to examine the person. And they don't care who pays - the employer or the patient, so you go to the dispensary and ask about self-funded examinations.

Unless you bribe them, they will do anything for money these days, let alone get a certificate. Or get a temporary registration, and then there will be no barriers to you.
