if you work with new documents only consultant but if you suddenly need an archive document, you won't find it in the office, it's better to use Garant.

Garant is the best option for both archival questions and fresh comments and f forms of documents. But the main advantage - it has all the legal periodicals - just a treasure trove. Consultant is a mediocre one. Kodeks, Etalon - last century. The other day I tried Referent - complete nonsense.
