I will not get into what is the penalty, but if it is administrative: Article 20.25. Failure to pay an administrative fine or unauthorized leaving the place of serving an administrative arrest 1. Failure to pay an administrative fine within the time limit stipulated by this Code shall entail the imposition of an administrative fine in double the amount of the unpaid administrative fine or administrative arrest for up to fifteen days.However, we must bear in mind that there is also a limitation period - 1 year?

Never heard of a fine for divorce. There is a state fee for divorce. If you don't pay it, you simply won't get a divorce. There are no penalties accordingly.

you mean the state fee? a receipt for payment must be attached otherwise there will be no divorce. if you mean something else, please specify. unclear wording absolutely
