Your perception needs to be reversed. Your supplier supplies goods with VAT IN, not on top. And in this case it is clearer that you pay for the goods with VAT, but it is not accounted for and not refunded.

Special regimes, which you also include VAT non-payers, so anything you buy, whether with or without tax, is charged to your expenses, in the total amount of the purchase. VAT is paid by the seller.
