The application has to be considered anyway. Maybe during the period of deferment the person had beliefs incompatible with military service.

As long as you have a medical deferment, no one will consider your applications, because even though temporarily, you are unfit, and this also applies to the ACS. And then if you think that you can just apply for the ACS and it will be satisfied right away, you are deeply mistaken. You'll have to convince all the members of the draft board with your fiery speech that due to your convictions you cannot serve in the army, and believe me it's not easy at all.
