Call a plumber. Maybe it's not your pipe that's clogged, but the whole riser. In any case, you need to climb inside the toilet through the drainage hole. and shovel the stuff further down the pipe or, conversely, to extract the outside. Depending on the degree of clogging and impudence of the plumber it may cost you from 100 to 500 rubles IMHO, since this work does not belong to the number of service. If it's scraps stuck - you can try to extract them yourself, but if not - I would rather pay than poke in the poop.
