With the new pads, the fluid should not go all the way out. Did you check the fluid level? Maybe you accidentally broke the tube when you were changing it?

Well, if the fluid is in place then you can assume that somewhere in the system got air. i.e. start dear Mohammed with a simple pump the brakes, starting with the front-right. If no results, then unequivocally a vacuum cleaner.
