Maybe any time of year, but better in the spring. There are floods in the fall. See D. Rubin High Water of the Venetians and the movie Casanova's Cloak. In summer, they say, it smells bad: rotting algae in the lagoon. Walk the streets and bridges, ride the "vaporetto" river streetcars along the canals and the lagoon. Walking into temples and museums is a delight! This whole town is a museum. And Stravinsky, Diaghilev, and Brodsky are buried on the island of San Michele. Hurry up! In a little while Venice may disappear.

The city is unique, you should visit it if possible. And it is even more remarkable if the occasion or setting is romantic! And the impressions will stay with you forever and it is difficult to describe them in a few words.
